Franken. スイスの財務大臣は、2018年度の連邦予算で29億スイスフランという巨額の黒 字を発表、これは2010年来最高の決算となった。予算では、黒字は僅か300万 スイスフランしか計上されていなかったが、これによって総債務は1990年代以 来初めて1,000億スイスフラン以下の水準に下がった。スイスの国内総生産 (BIP)に対する総債務の比率(％)は現在わずか14%だが、この間一時26%まで上 昇した。日本の「対GDP債務」は現在253.26%乃至、「国民1人当たりの債務」 が73,943ドルになると「日本の借金時計」は示している。2014年度スイスの国 家予算の債務は未だ1億2,400万スイスフランしかなかったが、それは2005年以 来初の債務だった。2001年に債務限度が導入されて以後、全ての剰余金が債務 削減に充当された。スイスの債務は2005年の最高水準以来、総額300億スイス フラン削減する事が出来た。2020年から2022年までは、良好な歳入状況に依っ て改善される見通しなので、2020年度は今日の観点から緊縮政策は不要だ。昨 年(2018)の良好な結果は政府の財政規律によるもので、歳出は705億スイスフ ランと5億スイスフラン近く予算を下回った。最大のずれは源泉徴収税で、こ の歳入が77億スイスフランにも達し、予想を16億スイスフラン以上も上回った。 過去数年来の傾向は、源泉徴収税の税収の伸びが還付請求を上回った。理由は マイナス金利環境にあると考えられていて、スイス国立銀行(SNB)と銀行が、 預金口座にマイナス金利を課している為。 The Swiss Finance Minister announced a very high surplus of 2.9 billion Swiss Francs for the Federal Budget of 2018; this is the best result since 2010. Based on the budget only a surplus of 300 Mio. CHF was expected; for the first time since the 1990s, the gross debts have therefore fallen below the level of CHF 100 billion. The gross debt ratio in percent (%) of the Swiss GDP is currently just 14%; in the meantime, it had once risen to 26%. Japan's Debt-to-GDP Ratio is currently 253.26% or the Japanese "National Debt Per Citizen" is US- Dollar 75,943, according to the "Japan Debt Clock". Only in 2014 the Swiss National Budget produced a deficit of CHF 124 Mio.; it was the first deficit since 2005. In 2001, the debt brake (limit) was introduced; since then all surpluses go into debt reduction. The Swiss debts could be reduced by a total of CHF 30 billion since the peak level in 2005. The prospects for the years 2020 to 2022 have improved as a result of the good development of revenues, so from today's perspective there will be no austerity measures needed in the year 2020. The good result last year is partly due to the budget discipline of the administration; the spending amounted to CHF 70.5 billion and remained below the budget by around CHF 500 Mio. The biggest difference happened at the withholding tax (VST); revenues amounted to CHF 7.7 billion; CHF 1.6 billion more than expected. The trend of recent years is confirmed here; the revenues are growing more than the refunds of the withholding tax. The reason for this is assumed in the negative interest rate field; the Swiss National Bank (SNB) and Banks charge negative (minus) interest on bank deposits. Der Schweizer Finanz-Minister verkuendete fuer den Bundes-Haushalt 2018 einen sehr hohen Ueberschuss von 2,9 Mrd. Schweizer Franken; dies ist der beste Abschluss seit dem Jahr 2010. Laut dem Budget wurde nur mit einem Ueberschuss von 300 Mio. gerechnet; die Bruttoschulden sind damit erstmals seit den 1990ziger Jahren unter den Stand von 100 Mrd. Schweizer Franken gesunken. Die brutto Schuldenquote in Prozent (%) des Brutto-Inland-Produkts (BIP) der Schweiz betraegt derzeit nur gerade 14%; in der Zwischenzeit war sie einmal auf 26% gestiegen. Das "Debt-to-GDP Ratio" von Japan betraegt aktuell 253.26% oder das japanische "National Debt Per Citizen" ist US-Dollar 75,943 laut der "Japan Debt Clock". Nur im Jahr 2014 gab es im Schweizer Staats- Haushalt ein Defizit von 124 Mio. CHF; es war das erste Defizit seit 2005. Im 2001 wurde die Schuldenbremse eingefuehrt; seither fliessen alle Ueberschuesse in den Schulden-Abbau. Die Schulden der Schweiz konnten so um insgesamt 30 Mrd. CHF reduziert werden seit dem Hoechst- Stand im Jahr 2005. Die Aussichten fuer die Jahre 2020 bis 2022 haben sich aufgrund der guten Einnahmen-Entwicklung verbessert, so dass im Jahr 2020 aus heutiger Sicht keine Sparmassnahmen noetig sein werden. Das gute Resultat im letzten Jahr (2018) ist unter anderem der Budget- Disziplin der Verwaltung zu verdanken; die Ausgaben betrugen 70,5 Mrd. CHF und blieben zirka 500 Mio. CHF unter dem Budget. Die groesste Abweichung gab es bei der Verrechnungs-Steuer; die Einnahmen betrugen 7,7 Mrd. CHF; 1,6 Mrd. CHF mehr als erwartet. Der Trend der letzten Jahre bestaetigt sich hier; die Einnahmen wachsen staerker als die Rueckerstattungen der Verrechnungs-Steuer. Der Grund dafuer wird im Negativ-Zins-Umfeld vermutet; die Schweizerische Nationalbank (SNB) und Banken belasten fuer Bank-Guthaben einen Negativ (Minus)-Zins. In the German retail trade, around 20 billion transactions are made each year; 3 out of 4 payments at the till are handled in Cash. The "Bundesbank" in co-operation with the "EHI Retail Institute" has published the study "Costs of cash payment in retail trade". Card payments are efficient, is an often heard opinion; this is not true! The cash payment is almost always faster and is even more favorable for the retail trade, shows the study of the "Bundesbank". The measuring of the experts shows that Cash payments last on average 22.3 seconds, that is 7 seconds faster than the payments with card and PIN code and even more than 16 seconds faster than those with card and signature. The survey took place in summer of 2017, which is why contactless paying did not play a major role. After Cash follow card payments with a share of 21%, whereby debit cards were the most important kind; Credit cards accounted only for 2.2%. Positive for the retail trade is that the cost of Cash payments per transaction with 24 cents on average, are cheaper than at debit cards with around 33 cents and much cheaper than at credit cards with about 1 Euro. With the use of Cash, consumers are doing themselves a great favor; the high level of acceptance ensures that it is difficult to displace coins and banknotes in order to enforce negative interest rates. A proposal by two IMF-economists wanted to distinguish between electronic money and Cash; Cash should be devaluated if necessary in order to enforce negative interest rates. Die Barzahlung geht fast immer schneller und ist dazu fuer den Einzel- Handel noch guenstiger, zeigt die Studie der "Bundesbank". Die Messungen der Experten zeigen, dass Barzahlungen mit durchschnittlich 22,3 Sekunden, 7 Sekunden schneller sind als Zahlungen mit Karte und PIN-Eingabe und sogar mehr als 16 Sekunden schneller als solche mit Karte und Unterschrift. Die Erhebung fand bereits im Sommer 2017 statt, weshalb kontaktloses Zahlen keine grosse Rolle spielte. Nach Bargeld folgen Karten-Zahlungen mit einem Anteil von 21%, wobei Debit- Karten die wichtigste Gattung waren; Kreditkarten erreichten nur einen Anteil von 2,2%. Positiv fuer den Einzel-Handel ist, dass die Kosten bei Barzahlungen pro Transaktion mit 24 Cent im Durchschnitt billiger sind als bei Debit-Karten mit rund 33 Cent und sehr viel billiger als bei Kreditkarten mit etwa 1 Euro. Mit der Nutzung von Bargeld tun sich Konsumenten einen grossen Gefallen; die hohe Akzeptanz sorgt dafuer, dass es schwierig ist, Muenzen und Banknoten zu verdraengen, um Negativ-Zinsen durchzusetzen. Ein Vorschlag von zwei IMF-Oekonomen wollte zwischen elektronischem Geld und Bargeld unterscheiden; Bargeld sollte abgewertet werden im Bedarfsfall, um Negativ-Zinsen durchsetzen zu koennen. Schweizer Ruestungs-Kooperation mit USA. (Wed. 13.02.2019) スイスは防衛分野の研究開発で米国との協力を強化している。関連する協定を スイス政府は2019年2月13日の閣議で承認した。それは主に研究プロジェクト の共同処理について。民間および軍事技術の進展は、今後軍の重要なシステム の性能と脆弱性に大きな影響を与えることになるだろう。スイスは米国の研究 機関との共同作業で、将来の軍事と民間保護システムの徹底的な評価の為に重 要な技術分野の能力と経験の移転から恩恵を受ける。この協定は20年間有効。 Switzerland is intensifying its co-operation with the USA for research and development in the field of armament. A relevant agreement was approved by the Swiss Government (Bundesrat) at its meeting of February 13, 2019. It is primarily about the joint processing of research projects. The advancement of civil and military useable technologies will greatly impact the performance and vulnerability of army key systems in the years to come. Switzerland will benefit from the increased co-operation with US- research institutes from a transfer of competence and experience in technology areas, which are important for the in-depth assessment of future systems for the army and the population protection. The agreement will be valid for 20 years. Die Schweiz verstaerkt ihre Zusammenarbeit mit den USA fuer die Forschung und Entwicklung im Ruestungsbereich. Eine entsprechende Vereinbarung genehmigte die Schweizer Regierung an ihrer Sitzung vom 13. Februar 2019. Es geht primaer um die gemeinsame Bearbeitung von Forschungs-Vorhaben. Die Weiterentwicklung von zivil und militaerisch nutzbaren Technologien wird sich in den naechsten Jahren stark auf die Leistungs-Faehigkeit und die Verwundbarkeit von Schluesselsystemen der Armee auswirken. In January 2019, 250,000 young eels were confiscated at the airports of Geneva and Zurich; in Geneva seven people were arrested and two were arrested in Zurich. Now, the Swiss "Federal Material Testing and Research Institute (EMPA)" has published its expertise about the disaster. Officially, Macron wants to abstain from traveling abroad until mid- March due to the protests of the "Yellow Vests". He wants to dedicate himself entirely to the citizens' dialogue, which should last until March 15. A joint performance by Macron and Chancellor Merkel should have been the highlight of the conference in Munich.
