Upon the promotion of the German, there was at the most a violation of EU-rules; the Budget Control Committee of the European Parliament shall now examine the appointment of Selmayr parliamentary. The EU-Parliament even held a special debate on the "Affair Selmayr"; besides, 134 questions of EU-deputies have been collected. The German was so far Chief of Staff of EU-Commission President Jean-Claude Juncker. What was the procedure for the promotion? Selmayr was appointed Deputy EU-General Secretary in a committee meeting in late February. However, there were no rival candidates, as the regulations stipulate. Unexpectedly, the incumbent General Secretary, the Dutch Alexander Italianer, resigned. The German Selmayr moved up and within a few minutes became "suddenly" new General Secretary! As Juncker's right-hand man, he has so much power that it becomes scary to many in Brussels. The media gave German Selmayr various nicknames; one is "Rasputin of Brussels". On the French side, there is much displeasure about the "staff affair Selmayr". In the future, the bureaucracy of three out of four EU-Institutions in Brussels will be headed by German General Secretaries. Der 47-jaehrige Deutsche Martin Selmayr wurde in einem undurchsichtigen Auswahl-Verfahren zum neuen Generalsekretaer der EU- Kommission (Secretary-General of European Commission) befoerdert. Bei der Befoerderung des Deutschen gab es allenfalls einen Verstoss gegen EU-Regeln; der Haushalt-Kontroll-Ausschuss des Europa-Parlamentes soll die Berufung von Selmayr jetzt parlamentarisch untersuchen. Das EU- Parlament fuehrte sogar eine Sonder-Debatte durch zur "Affaere Selmayr"; zudem sind 134 Fragen von EU-Abgeordneten gesammelt worden. Der Deutsche war bisher Stabschef von EU-Kommissions-Praesident Jean-Claude Juncker. Wie lief das Verfahren zur Befoerderung ab; Selmayr wurde in einer Kommissions-Sitzung zum Stv. EU-General- Sekretaer ernannt Ende Februar. Gegen-Kandidaten, wie es das Reglement vorsieht, gab es jedoch keine. Unerwartet trat daraufhin der amtierende General-Sekretaer, der Niederlaender Alexander Italianer, zurueck. Der Deutsche Selmayr rueckte nach und wurde innert weniger Minuten "ploetzlich" neuer General-Sekretaer! Als Junckers rechte Hand hat er so viel Macht angehaeuft, dass es vielen in Bruessel unheimlich wird. Die Medien gaben Selmayr verschiedene Uebernamen; einer lautet "Rasputin von Bruessel". Auf franzoesischer Seite gibt es viel Unmut zum "Personal-Entscheid Selmayr". The 49-years-old, two-times mother Elaine Herzberg died when crossing a poorly lit street in the US-City of Tempe (Arizona). The mother was captured by a Uber test vehicle of the brand "Volvo-SUV" and died a little later in the hospital. The Uber car was equipped with sensors and cameras; at the wheel sat a safety driver who should intervene in case of failure of the computer system. The video shows that the person in the vehicle is apparently busy with the smartphone and relies on the computer. The video footage of the accident poses questions about a failure of the technology and lack of attention of the safety driver. The woman should have been recognized by the car's laser radar. According to the police, the Uber car didn't slow down or tried to dodge. Experts are surprised that the car, despite its many sensors, seems not to have reacted . "It all points to a failure of the Uber sensor system and programming," said the Head of the "Dahlem Center for Intelligent Systems" at the "Free University Berlin". "Laser and radar sensors work independently of the daylight and should have detected the pedestrian, pushing her bike even up to 100 meters away," explained a Head at the "Karlsruhe Institute of Technology". The "Advisory Center for Accident Prevention (BfU)" in Switzerland, welcomes the development of self-driving cars. "BfU", however, already warned of an increase in accidents at the end of 2016. The technology cannot cope with complex situations yet. According to the "BfU" that problem will probably stay that way for about 10 years. Die Mutter wurde von einem Uber Testfahrzeug der Marke "Volvo-SUV" erfasst und starb wenig spaeter im Spital. Das Uber-Auto war mit Sensoren und Kameras ausgeruestet; am Steuer sitzt eine Sicherheits-Person, welche beim Versagen des Computer-Systems eingreifen soll. The "FIFDH" is the leading international event dedicated to Film and Human Rights, which takes place alongside the annual UN Human Rights Council in Geneva. Ex-Councilor Calmy-Rey regretted in the discussion that the EU is not engaging in the conflict and does not call for a dialogue between the parties. A solution to the Spanish conflict will not be a secession of Catalonia from Spain, but rather the guarantee of a very far-reaching autonomy for Catalonia. Catalonia's ousted President Puigdemont calls for a mediation with the Spanish Government; various countries shall have offered their help for it. However, the Spanish Central Government has not been willing to do so yet, says Puigdemont. Would Spain be organized like Switzerland (Federalism), Catalonia would not have such problems today. It is about corruption allegations concerning the Brazilian Construction Group Odebrecht. Odebrecht admitted to have paid bribes worth about 24 Mio. Euro for construction contracts in Peru. 4 Mio. Euro of it shall have gone to two consulting companies, which maintained close relations with Peru's President. The pressure had increased greatly in recent days against the president. On Thursday, there would have been a vote for an impeachment procedure in Parliament. The reason for the rapid resignation of the president, however, was a video showing how Congress members buy the support of parliamentarians to avoid the impeachment of the President (Vote- Buying Scandal). Last December, a similar motion in parliament had failed. Now, Vice-President Martin Vizcarra is to become Peru's president.
