Italiens Staatsbahn bringt Chaos und Schaden zu Bahnhof Luzern. ミラノ発バーゼル行ユーロシティー列車158号がルツェルン駅発車直後に脱線したため、ルツェルン駅は昨日水曜日13時54分からおそらく日曜日の夕方まで鉄道輸送が不通になる。イタリア国鉄「トゥレンティーナ(ETR610)」の4号車と5号車が線路から飛び出して車両が転倒。その際、鉄道設備に甚大な損傷が発生、送電が中断し、線路が破損した。約160人の乗客は下車出来るようになるまで車内で1時間待たされ、7人が軽傷を負った。「チサルピーノ」と呼ばれる車両の製造元はイタリアのフィアト社。スイス・イタリア間のゴッタルド線の新路線は2019年末に運転が開始される。鉄道事故の原因は現在不明。最新情報によると、400mの鉄道線路を交換する必要がある。ルツェルン駅は毎日16万人以上が利用している。鉄道の利用客は、郊外駅までしか行けないので、大きな制約を受ける。代替バスが運行しているので遅延は約1時間。しかしスイス国鉄はそうした緊急事態に備えて、スイスの主要駅の完全麻痺の際の緊急対応措置を用意している。今回は「ルツェルナ」のコンセプトが適用され、言わば「押しボタン」で、用意されている迂回路と代替バスのコンセプトが引出しから取り出される。大きな被害が発生しているので、鉄道の不通は長期になりそうだ。通勤客も自分で車の便乗が出来る機会をツィッターのハッシュタグ・ミットゥファーレンルツェルンで手配している。目を見張る事故列車復旧作業の写真と動画参照。(出展：2017年3月23日付 srf.ch/news) The Eurocity train No. 158 from Milan to Basle derailed shortly after departure from Lucerne station; the train station Lucerne is therefore blocked since yesterday Wednesday 13:54 to presumably on Sunday evening for the rail traffic. The fourth and fifth railway cars of the Italian state railway "Trenitalia" (ETR 610) jumped out of the rails and one rail car tipped over. That produced major damage to the railway infrastructure, the electricity supply was interrupted and the tracks were damaged. Approximately 160 passengers on the train had to wait an hour until they were able to get off; seven people were slightly injured. The manufacturer of the so-called "Cisalpino" trains is the Italian company "Fiat". New railway trains on the Gotthard route between Switzerland and Italy are to be put into operation at the end of 2019. The reason for the railway accident is not yet known. According to the latest information, 400 meters railway tracks have to be renewed. The Lucerne train station is used daily by more than 160,000 people. The train travelers have to bear large restrictions, since the trains can only drive up to the suburban train stations. There are replacement buses available and there are delays of about an hour. The Swiss SBB-railway company is however prepared for such emergencies and there are emergency concepts for the total breakdown of important railway stations in Switzerland. The concept "Luzerna" is used here; quasi "at the push of a button" the prepared by-passes and bus replacement concepts can be taken out from the "drawer". As great damage has arisen, a longer disruption occurs. Commuters also organize their own car-pooling opportunities under the Twitter Hashtag #MitfahrenLuzern. Der Eurocity-Zug Nr. 158 von Mailand nach Basel entgleiste kurz nach der Abfahrt aus dem Bahnhof Luzern; der Bahnhof Luzern ist deshalb seit gestern Mittwoch 13:54 bis voraussichtlich am Sonntag-Abend fuer den Eisenbahn-Verkehr gesperrt. Der vierte und fuenfte Eisenbahn-Wagen der italienischen Staatsbahn "Trenitalia" (ETR 610) sprangen aus den Schienen und ein Wagen kippte um. Dabei entstand grosser Schaden an der Bahn-Infrastruktur, die Strom-Versorgung wurde unterbrochen und die Geleise wurden beschaedigt. Zirka 160 Passagiere im Zug mussten eine Stunde warten bis sie aussteigen konnten; sieben Personen wurden leicht verletzt. Der Hersteller der so-genannten "Cisalpino" Zuege ist die italienische Firma "Fiat". Neue Eisenbahn-Zuege auf der Gotthard- Strecke zwischen der Schweiz und Italien sollen Ende 2019 in Betrieb genommen werden. Die Ursache fuer das Bahnunglueck ist derzeit noch nicht bekannt. Laut neuesten Informationen muss 400 Meter Bahngleis erneuert werden. Der Bahnhof Luzern wird taeglich von mehr als 160'000 Personen genutzt. Die Bahnreisenden muessen grosse Einschraenkungen ertragen, da die Zuege nur bis zu den Vororts-Bahnhoefen fahren koennen. Es kommen Ersatzbusse zum Einsatz und es gibt Verspaetungen von zirka einer Stunde. Die Schweizer SBB ist jedoch auf solche Notfaelle vorbereitet und es bestehen Notfall-Konzepte fuer den Total- Ausfall der wichtigen Bahnhoefe in der Schweiz. Hier kommt das Konzept "Luzerna" zur Anwendung; quasi auf "Knopf-Druck" koennen die vorbereitetenden Umleitungen und Bus-Ersatz-Konzepte aus der "Schublade" genommen werden. The US- demand caused however reluctance and incomprehension among a lot of Germans. For historical reasons, Germany has a highly divided relationship with its own armed forces. Germany was always reluctant on military interventions; a participation in the Iraq war or air raids in Libya or Syria were rejected. Based on the constitution, the German Federal Armed Forces are a "Parliamentary Army", which means that the "Bundestag" (German Federal Parliament), not the Federal Chancellor, decides on a military operation. Germany has however developed itself into a "Peace Power" by investing billions into the development aid- and cooperation as well as into the crisis prevention. In the meantime, the NATO-members however committed themselves to spend at least 2% of their Gross Domestic Product (GDP) for the defense until 2024. This promise from 2014 has been considered largely symbolic by the NATO-countries so far. Now, the new US- president has however threatened to guarantee the security of Europe only, if the Europeans themselves spent much more money on armaments. Germany is ranked only No. 15 of the 28 NATO-countries, with a share of about 1.2% of the "GDP" and 37 billion Euro for defense. With an increase to 2% of the "GDP" up to 2024, the expenditure would increase to 75 billion Euro. This would mean a doubling and Germany would thus become the largest military power in Europe in terms of expenditure. When visiting the USA, Angela Merkel has assured that she holds on to the "2% target". The German Social Democrats (SPD) want to make the "unpopular arms build-up" an election campaign theme. The SPD particularly wants to prevent conflicts, fights against poverty and for peace rather than make wars. The huge military expenditures of the USA, 3.6% of the GDP serve primarily the own US-Super-Power Interests, less the NATO or Europe. Compare the chart, which shows that the USA make the highest military expenditures by percentage. US-Praesident Donald Trump verlangte von der deutschen Kanzlerin Merkel, Deutschland muesse seine Ausgaben fuer die Verteidigung quasi verdoppeln. Die US-Forderung stoesst jedoch bei vielen Deutschen auf Unwillen und Unverstaendnis. Deutschland hat aus historischen Gruenden ein hoechst gespaltenes Verhaeltnis gegenueber dem eigenen Militaer. Deutschland war stets zurueckhaltend bezueglich militaerischer Interventionen; eine Teilnahme am Irak-Krieg oder Luftangriffen in Libyen oder Syrien wurde abgelehnt. Die deutschen Streitkraefte (Bundeswehr) sind gemaess der Verfassung eine "Parlaments-Armee", dies bedeutet, nicht der Bundeskanzler, sondern das Parlament (Bundestag) entscheidet ueber einen Militaer-Einsatz. Deutschland entwickelte sich jedoch zu einer "Friedens-Macht", indem es Milliarden in die Entwicklungshilfe-und Zusammenarbeit sowie in die Krisen-Praevention investiert. In der Zwischenzeit verpflichteten sich die Nato-Mitglieder jedoch mindestens 2% ihres Brutto-Inland-Produkts (BIP) fuer die Verteidigung auszugeben bis 2024. Dieses Versprechen aus dem Jahr 2014 wurde von den Nato-Laendern bisher weitgehend als symbolisch betrachtet. Jetzt hat der neue US-Praesident aber gedroht, die Sicherheit Europas nur noch zu garantieren, wenn die Europaer selber viel mehr Geld fuer die Ruestung ausgaeben. Deutschland liegt mit einem Anteil von zirka 1,2% des "BIP" und 37 Mrd. Euro fuer die Verteidigung nur auf Platz Nr. 15 der 28 Nato-Staaten. Bei einer Steigerung auf 2% des "BIP" bis 2024 wuerden sich die Ausgaben auf 75 Mrd. Euro erhoehen. Dies waere eine Verdoppelung und Deutschland wuerde damit die groesste Militaer-Macht in Europa gemessen an den Ausgaben. Beim US-Besuch hat Angela Merkel versichert, sie "stehe zum 2% Ziel". Die deutschen Sozial- Demokraten (SPD) wollen die "ungeliebte Aufruestung" zum Wahlkampf-Thema machen. Die SPD will vor allem Konflikte verhindern, gegen die Armut und fuer den Frieden kaempfen, anstatt Kriege fuehren. Die gewaltigen Militaer-Ausgaben der USA, 3,6% des BIP dienen primaer den eigenen US-Super-Macht-Interessen, weniger der Nato oder Europa. (Sun. 19.03.2017 Smi) イエメンでは戦闘当事者グループが「飢餓を武器」にしており、国は人災に直面している。絶対的に必要な食糧支援が政府と反政府勢力によって残酷に阻止されている。イエメンの人口2千7百万人の内1千9百万人近くが、フダイダ港から定期的に運ばれる食料に依存している。国連は数10年に及ぶイエメンの大飢餓を警告している。国連の報告によると、1千万人の人々が「深刻な供給不足」の影響を受けており、これらの人々は常に空腹が満たされている訳ではない。激しい戦闘が行われている二つの州では、国境にいる530万人が深刻な飢餓状態に置かれている。イエメンでは食糧備蓄は僅か6～12週間分しかなく、国内に十分供給されないので、備蓄が減る。多くの人々は戦争で職を失い、2百万人以上が戦闘を逃れて国内難民になっている。国連緊急援助コーディネーターによると、戦闘の当事者は人道支援の為のアクセスを約束していたが、あらゆる場面で「継続的なアクセスを積極的に阻止して、支援を政治的手段にしている」。国連と他の人道支援組織は資金不足で、満足な支援が出来ずにいる。食糧の割合は、多くの人を助けられるよう35％縮小された。8月までに支援物資が無ければ生存できない7百万人の人々を助けるためには4億6千万ドルが必要。イエメンで飢餓の原因を解消する為の紛争の政治的解決の見通しはない。国連の仲介による交渉への復帰は当事者双方が拒否している。 (出展：2017年3月19日＆22日付南ドイツ紙 & ターゲス・アンツァイガー紙) The war-parties use "Hunger as a Weapon" in Yemen; the country is facing a man-made disaster. Absolutely needed food aid is cruelly blocked by the Government and the Rebels. Almost 19 million of Yemen's 27 million inhabitants are dependent on the regular arrival of food via the port of Hodeidah. The UN warns about one of the biggest famine in Yemen for decades. According to the UN-report, 10 million people are affected by "serious supply gaps", which means that these people don't get always enough to eat. In two provinces, where there are heavy fights, there are 5.3 million people on the brink of an urgent famine. In Yemen, the food supplies last only just for 6 to 12 weeks; they shrink because there is not enough supply coming into the country. Many people have lost their jobs due to the war, and more than two million people have fled within the country due to the fights. According to the UN-Emergency Co-coordinator, the war-parties had promised free access to humanitarian aid, but all sides would "willingly prevent a permanent access, and politicize the aid". The UN and other humanitarian organizations lack money to provide sufficient assistance. Food rations had to be shortened already to 35%, so that more people could be helped. By August, 460 million US- Dollars are needed to help 7 million people who cannot survive without aid supply. A political solution about the war in Yemen, which would remedy the causes of hunger, is not in sight. A return to the negotiations mediated by the UN is refused by both sides. Die Kriegs-Parteien setzen "Hunger als Waffe" ein in Jemen; das Land steht vor einer von Menschen verursachten Katastrophe. Unbedingt benoetige Nahrungsmittel-Hilfe wird von der Regierung und von den Rebellen grausam blockiert. Beinahe 19 Mio. der insgesamt 27 Mio. Einwohner in Jemen sind davon abhaengig, dass regelmaessig Lebensmittel ueber den Hafen Hodeidah eintrifft. Die UNO warnt vor einer der groessten Hungersnot in Jemen seit Jahrzehnten. Laut dem UNO-Bericht sind 10 Mio. Menschen von "ernsthaften Versorgungs- Luecken" betroffen, was bedeutet, dass diese Leute nicht immer satt werden. In zwei Provinzen, wo es schwere Kaempfe gibt, befinden sich 5,3 Mio. Menschen an der Grenze zur akuten Hungersnot. In Jemen reichen die Lebensmittel-Vorraete nur noch fuer 6 bis 12 Wochen; diese schrumpfen, weil nicht genug Nachschub ins Land kommt. Viele Leute haben wegen dem Krieg die Arbeit verloren und mehr als zwei Mio. Menschen sind innerhalb des Landes vor den Kaempfen geflohen. Laut dem UNO-Nothilfe-Koordinator haetten die Kriegs-Parteien zwar freien Zugang fuer humanitaere Hilfe versprochen, aber alle Seiten wuerden "willentlich einen dauerhaften Zugang verhindern und die Hilfe politisieren". Der UNO und anderen humanitaeren Organisationen fehlt Geld, um genuegend Hilfe leisten zu koennen. Lebensmittel-Rationen mussten schon auf 35% gekuerzt werden, damit mehr Menschen geholfen werden kann. Bis August sind 460 Mio. US-Dollar noetig, um 7 Mio. Menschen helfen zu koennen, welche ohne Hilfslieferung nicht ueberleben koennen. Eine politische Loesung des Kriegs in Jemen, welche den Ursachen des Hungers abhelfen wuerde, ist nicht in Sicht. Eine Rueckkehr zu den von der UNO vermittelten Verhandlungen verweigern beide Seiten. The "Principle Judgment" may have a signal effect on other lawsuits in Japan. There are at least 29 other court cases throughout Japan, where more than 12,000 citizens take action for compensations. The district court in Maebashi ruled that Japan's Government and Tokyo Electric Power Holding (Tepco) are jointly responsible for the Nuclear Disaster; it condemned the Japanese State and Tepco to pay damages to the evacuees. According to the court, the catastrophe could have been prevented if Tepco had built emergency power generators on a higher ground. The Government has also failed, as it has not committed Tepco to take precautions, such as a protective barrier. There is a Government estimate of 2002, which indicates the probability of a major earthquake with a Tsunami of more than 10 meters in the region. Tepco received another estimate (2008), after what a Tsunami of up to 16 meters could hit the Nuclear Power Plant. Until one year before the Olympic Games in Beijing in 2007, every citizen and tourist had to bring his own toilet paper. Nevertheless, some people still lack the manners in the use of "public toilet paper", writes the Chinese "People's Daily". The paper says that in China "plentiful" toilet paper is stolen. So there is only toilet paper at every fourth toilet in the total 12,000 public toilets in Beijing. With the new facial scanner system, the City Administration tries to stop the theft of toilet paper. Prior to get toilet paper, the user must have his face scanned and then he obtains 60 centimeters of paper. Afterwards, he is blocked by the system for 9 minutes; that is the theory. The scanner will now be tested for two weeks. In the UN-study "World Happiness Report 2017", researchers of the "New York Columbia University" and intrnational experts examined various criteria in 155 countries and surveyed more than 3,000 people. Criteria for the ranking were among others: the Gross Domestic Product (GDP), the life expectancy, mental health, the strength of the social environment, but also the "Confidence in the Government and Enterprises", as well as corruption, unemployment, etc. A decisive factor for dissatisfaction is unemployment and poor working conditions. According to the report, the happiest people live in Scandinavia and the countries in the TOP TEN remained the same as in the previous year.
