Philipp Hildebrand (ex SNB) zu Universitaet Oxford.

国際的に高い評価を受けているフィリップ・ヒルデブラントゥ前スイス中銀
総裁は、オックスフォード大学の研究分野の代表(シニア客員研究員)職に
就く。同博士は「ブラヴァトゥニク政治学大学院」で研究を志す。ヒルデブ
ラントゥ博士は「グローバリゼーションと金融」の分野で、グローバリゼー
ションに関する銀行の役割を調査する。同博士は同大学の実践的手法の開発
支援をする。同大学は、政治と金融だけでなく研究と科学の豊富な経験を持
つこのスイス人との共同研究を喜んでいる。ヒルデブラントゥ博士はトロン
ト、ジュネーヴ、フィレンツェ、ハーヴァード(米国)、オックスフォード

The internationally notable and appreciated former Swiss President of
the Swiss National Bank (SNB) Philipp Hildebrand is going to take
over a function as representative in the field of research (Senior
Visiting Fellow) at the University of Oxford (UK); he will do research
at the <Blavatnik School of Government>. Dr. Ph. Hildebrand will
investigate the roles of the banks within the scope of globalization
in the research field of <Globalization and Finance>. He will support
the University to develop the research with a practical approach. The
University is pleased to have the assistance of the Swiss who brings
lots of experience in politics and finance, but also in research and
science. Dr. Ph. Hildebrand studied in Toronto, Geneva, Florence,
Harvard (USA) and in Oxford(UK).

Der international angesehene und geschaetzte fruehere Schweizer
Praesident der Schweizerischen Nationalbank (SNB) Philipp Hildebrand
uebernimmt an der Universitaet Oxford (UK) eine Stelle als
Beauftragter in der Forschung (Senior Visiting Fellow); er wird an
der <Blavatnik School of Government> der Universitaet forschen. Dr.
Ph. Hildebrand wird auf dem Gebiet <Globalization and Finance>, die
Rolle der Banken im Rahmen der Globalisierung untersuchen. Er wird
die Universitaet unterstuetzen die Forschung mit einem praktischen
Ansatz zu gestalten. Die Universitaet freut sich auf die Mitarbeit
des Schweizers, welcher viel Erfahrung in Politik und Finanzen, aber
ebenfalls in Forschung und Lehre mitbringt. Dr. Ph. Hildebrand
studierte in Toronto, Genf, Florenz, Harvard (USA) und in Oxford (UK).

2) 故障でベツナウ原発停止
Shutdown of reactor at Swiss nuclear power plant Beznau due to failure.

運転事業会社「アクスポ」の情報に依ると、ベツナウ(カントン・アールガ
ウ)原子力発電所のオペレーティングチームは、金曜日(2012年3月23日)19
時手動でブロック2の原子炉の予防的停止をした。理由は原子炉の主ポンプで
故障が起きた為。故障は原子炉の「軸封システム」に関するもので、運転規
則で原子炉の即時停止をする事になっている。同原子炉のブロック1はこの事
故の影響は受けていない。運転事業会社「アクスポ」は直ちに監督機関であ
る連邦原子力監視委員会(ENSI)に報告した。同原子炉の修復作業は数日か
かる模様で、<ENSI>に依れば、国民の安全は常時保証されている。

According to information by the operating enterprise <Axpo>, the
operational staff at the nuclear power plant <Beznau> (Ct. Aargau)
conducted manually a preventative trip of the nuclear reactor in block
2 on Friday evening (March 23, 2012) at 7 pm.; the reason for that was
an error at the main pump of the reactor. The error concerned the
<shaft sealing system> of the reactor and the operating regulations
requested a trip of the nuclear reactor; the nuclear reactor in block
1 was not affected by the incident. The operator <Axpo> had informed
immediately the authorities, the Swiss Federal Nuclear Safety
Inspectorate (ENSI). The repairing works shall take several days;
according to <ENSI> the safety of the population was safeguarded at
all times.

Gemaess einer Mitteilung des Betreiber-Unternehmens <Axpo> fuehrte
die Betriebs-Mannschaft des Kernkraftwerks Beznau (Kt. Aargau) am
Freitagabend (23.03.2012) um 19 Uhr manuell eine vorsorgliche Schnell-
Abschaltung des Reaktors im Block 2 durch; der Grund dafuer war eine
Stoerung an der Haupt-Pumpe des Reaktors. Die Stoerung betraf das
<Wellen-Dichtungs-System> und die Betriebs-Vorschriften verlangen
dafuer eine Schnell-Abschaltung des Reaktors; der Atom-Reaktor in
Block 1 ist vom Ereignis nicht betroffen. Die Betreiberin <Axpo>
informierte sofort die Aufsichtsbehoerden, das Eidgenoessische
Nuklear-Sicherheits-Inspektorat (ENSI). Die Reparatur-Arbeiten sollen
mehrer Tage dauern; gemaess <ENSI> war die Sicherheit der Bevoelkerung

3) ハイアットホテルチェーンがツューリッヒ空港に進出

ツューリッヒ空港は、新しい大プロジェクト「ザ・サークル」に二つのホテ
ルをホテルチェーン「ハイアット」が営業すると発表した。二つのホテルは
面積およそ45,000平方メートル以上で550室。ホテル「ハイアット・リージェ
ンシー」は会議を担当し、「ハイアット・プレース」はビジネスマン対象の
事業に集中する。同ホテルチェーンの受諾で、現在巨大プロジェクトの総面
積の25%が埋まった。「ザ・サークル」の建設許可も今週下り、2013年から
建設が始まる。この「大プロジェクト」は日本の横浜に在る建築事務所「山

The Zurich airport company informed that the two hotels planned at
the new giant project <The Circle> at Zurich airport will be operated
by the hotel group <Hyatt>. The two hotels will be provided with a
surface of about 45,000 square-meters and will offer a total of 550
rooms. The hotel <Hyatt Regency> will do business in the field of
convention tourism and the <Hyatt Place> will concentrate on the field
of businessmen tourism. With the commitment of the hotel group, now
25% of total basic surface of the giant project will be occupied. The
building license for <The Circle> was also approved this week and the
start of the construction is planned for 2013. The <giant project>
will be built by the Japanese architectural office <Riken Yamamoto>
in Yokohama (Japan).

Der Flughafen Zuerich (Zurich Airport) informierte, dass die zwei
Hotels, welche im neuen Gross-Projekt <The Circle> beim Flughafen
Zuerich geplant sind durch die Hotelkette <Hyatt> betrieben werden.
Die zwei Hotels verfuegen ueber eine Flaeche von zirka 45 000
Quadratmetern und haben ein Angebot von 550 Zimmern. Das Hotel <Hyatt
Regency> wird im Kongress-Bereich taetig sein und das <Hyatt Place>
konzentriert sich auf Geschaeftsleute. Mit der Zusage der Hotelkette
sind jetzt 25% der gesamten Grundflaeche des riesigen Projektes
belegt. Die Baubewilligung fuer <The Circle> traf ebenfalls diese
Woche ein und der Baubeginn ist fuer 2013 geplant. Das <Gross-Projekt>
wird durch das japanischen Architekur-Buero <Riken Yamamoto> in

4) 戸外で喫煙はスリが喜ぶ

2010年5月1日からスイスでは、殆どのレストランとバー、更に全ての屋内の
公共施設と仕事場で「禁煙」になった。この時点から、連邦法と「受動喫煙
者保護法」が施行された。未だ僅かながら例外が認められているか、又は一
定の喫煙場が認められている。警察は、ツューリッヒ市内で特に4区と5区の
レストランやバーで顕著に盗難が多発している事を確認している。多くの店
の主人は店内にスリの表示をして客に注意を促しているが、大抵客達は飲み
物を持って外に出て喫煙し、自分の上着、外套、鞄は見張り無しにレストラ
ンに置いたままにしている。禁煙は泥棒の仕事を容易くする。スリは大抵二
人連れで、非常にプロフェッショナルなやり方をする。新しく彼等は現金だ
けを財布から抜き取り、その後他の物は捨ててしまう。スリを捕まえても証
拠が無い。スリは店内では殆ど人目を引かないのは、その場に相応しい服装
をしているから。市警察によると、市内だけで盗難の被害額は年間100万ス
イスフランにのぼり、泥棒は市電や停留所の人混みも好む。

Since May 1, 2010, there is a <ban on smoking> in Switzerland in most
of the restaurants and bars as well as for all closed public rooms
and working spaces. Since then the Federal Law and the decree <in
protection of passive smoking> is valid. There are only few exceptions
possible or appointed so-called smoker pubs are still allowed. In the
City of Zurich, the police has noticed a significant increase of
thefts in restaurants and bars, particularly in the city districts 
umber 4 and 5. Many innkeepers warn the guests with signboards in the
bars about pickpockets; often the guests go outside for smoking with
a beverage and leave their jackets, coats and bags unattended behind.
The <ban on smoking> has made the <work> for pickpockets much easier.
Pickpockets are often in pairs on the way and they act very
professionally; lately, they just take out the cash off the purse and
then throw it away. In case they are caught, the police cannot prove
their crime. Pickpockets keep a low profile in the bars and they
adjust their clothing to the environment respectively to the guests.
According to the City police, the booties of thieves only in the City
center of Zurich amounts to one million Swiss Francs per year; thieves
<love> crowds in streetcars and at bus stops too.

Seit dem 1. Mai 2010 besteht in der Schweiz fuer die meisten
Restaurants und Bars sowie fuer saemtliche geschlossenen oeffentlichen
Raeume und Arbeitsraeume ein <Rauchverbot>. Seit diesem Zeitpunkt gilt
das Bundesgesetz und die Verordnung <zum Schutz vor Passivrauchen>. Es
sind noch wenige Ausnahmen moeglich oder bestimmte so-genannte
Raucherlokale sind noch zugelassen. In der Stadt Zuerich hat die
Polizei insbesondere in den Stadtbezirken 4 und 5 eine deutliche
Zunahme von Diebstaehlen in Restaurants und Bars festgestellt. Viele
Wirte warnen die Gaeste mit Schildern im Lokal vor Taschendieben; oft
gehen die Gaeste mit einem Getraenk ins Freie um eine Zigarette zu
rauchen und lassen dabei ihre Jacken, Maentel und Taschen
unbeaufsichtigt im Restaurant liegen. Das Rauchverbot hat die <Arbeit>
fuer Taschendiebe viel einfacher gemacht. Taschendiebe sind oft zu
zweit unterwegs und handeln sehr professionell; neuerdings nehmen sie
nur das Geld aus dem Geldbeutel und werfen diesen nachher weg. Werden
die Taschendiebe erwischt, kann man ihnen so nichts nachweisen.
Taschendiebe fallen meistens im Lokal nicht auf, da diese ihre
Kleidung der Umgebung beziehungsweise den Gaesten anpassen. Gemaess
der Stadtpolizei betraegt die Beute der Diebe allein in der City von
Zuerich pro Jahr 1 Million Schweizer Franken; Diebe <lieben> ebenfalls
das Gedraenge im Tram oder vor Haltestellen.

5) 毒キノコと疑われた美味しいキノコ

フォルケッツヴィル(カントン・ツューリッヒ)で心配した住民が、集合住
宅の庭で奇妙な植物を発見したと市の「食品監督部署」に連絡した。住民は
この植物が子供にとって毒になるかもしれないと思った。当該食品監督部署
の担当者は翌日現場を訪れ、毒性のある植物では無く「アミガサタケ」と言
う名のキノコだと確認した。この種のキノコは秋ではなく春に成長する美味
しい食用キノコ。この種のキノコは人々が最近良く発見する。食料品店では
乾燥した「アミガサタケ」を置いているが、20グラムおよそ12スイスフラン
、生の「アミガサタケ」は1キログラム150スイスフラン(約15,000円)はす

Worried residents of a quarters in the municipality of Volketswil (Ct.
Zurich) have called up the <foods control board> of the City of Zurich
telling that they had discovered outside in the garden of the housing
development strange plants. The female caller supposed that there
might be plants on which children could get poisoned. The foods
control inspector visited the place on the next day and confirmed that
the findings were in no way toxic plants, but mushrooms with the name
<Morchella conica>. That type of fungus grows in spring and not in
autumn; it is a fine edible mushroom. Recently, it happened more often
that people found such mushrooms. At a foods shop, there are dried
fungus <Morchella conica> on sale and 20 grams cost about CHF 12; for
fresh such kind of mushrooms up to even CHF 150 (ca. Yen 15,000) are
paid per kilogram.

Besorgte Einwohner eines Quartiers in der Gemeinde Volketswil (Kt.
Zuerich) meldeten der <Lebensmittelkontrolle> der Stadt Zuerich, sie
haetten im Garten der Wohnsiedlung merkwuerdige Pflanzen entdeckt.
Die Anruferin vermutete es handle sich um Pflanzen, an denen sich
Kinder vergiften koennten. Der Lebensmittel-Kontrolleur besuchte den
Ort am naechsten Tagen und stellte fest, dass es in keiner Weise
giftige Pflanzen waren, sondern Pilze mit dem Namen <Spitz-Morcheln>.
Diese Pilzart waechst im Fruehling und nicht im Herbst; es ist ein
guter Speise-Pilz. Kuerzlich kam es oefters vor, dass Leute solche
Pilze fanden. Im Lebensmittel-Geschaeft gibt es getrocknete <Spitz-
Morcheln> und 20 Gramm kosten zirka Franken (CHF) 12; fuer frische
<Spitz-Morcheln> werden sogar bis zu CHF 150 (ca. Yen 15,000)

6) 診察室を持たない家庭医

ヴェツィコン(カントン・ツューリッヒ)のクリストフ・シュミードゥリ医
師はその言葉通りの「家庭医」で、ツューリッヒ・オーバーラントゥ地域で
只一人訪問診療を行い、診察室を持たない医師。同医師が患者の家を訪問す
ると、患者の様子がどの家庭医よりも良く分かる。家に居る患者を同医師は
診察室でよりもよく観察出来る。「病気」はいつも生活全体の一部。一日平
均5人の患者を訪問し、患者1人におよそ1時間かける。同医師の医療器具と薬
はクルマの中に備えてあるので、高価な器具や追加の職員は不要で、金持ち
になろうと思わなければ、懸命に働いた報酬で生活出来る。特別な検査には
患者は直接病院に行く。国民の高齢化に依って、彼の家庭医の仕事は市場の
隙間。高齢者は歩行困難なので、医師が自宅に来てくれるのを喜ぶ。

Dr. med. Christoph Schmidli in Wetzikon (Ct. Zurich) is a general
practitioner (GP) in the literal sense of the word; he is the only
family doctor in the region of Zurich Oberland who only makes house
calls and has no own treatment rooms. By visiting his patients at
home, he observes and knows more about his <patients> than any other
family doctor. At the patients home, he observes more than in a
medical practice; <an illness> is always a part of the holistic
approach of life. Per day, he visits on the average about five
patients and per person he needs one hour. His medical equipment and
drugs are stored in his car; because he uses no expensive devices and
needs no additional staff, working hard he can live on his income,
however, he will not become rich. For special medical checkups his
patients go directly to the hospital. Due to the aging of the
population his activity as general practitioner is a market gap;
elderly people cannot any more walk very well therefore they are glad
if the doctor visits them at their house.

Dr.med. Christoph Schmidli in Wetzikon (Kt. Zuerich) ist ein
<Hausarzt> im eigentlichen Sinn des Wortes; er ist der einzige Arzt
in der Region Zuerich Oberland, welcher nur Hausbesuche macht und
keine eigenen Praxisraeume hat. Wenn er seine Patienten zu hause
besucht, sieht und weiss er mehr ueber seine <Kranken> als jeder
andere Hausarzt. Bei den Patienten zu hause beobachtet er mehr, als in
der Praxis; <eine Krankheit> ist immer ein Teil des gesamtheitlichen
Lebens. Pro Tag besucht er durchschnittlich fuenf Patienten und pro
Person braucht er dafuer eine Stunde. Seine medizinische Ausruestung
und Medikamente fuehrt er im Auto mit; da er keine teuren Geraete und
zusaetzliches Personal braucht und hart arbeitet, kann er mit seinem
Lohn leben, obwohl er damit <nicht reich> wird. Fuer spezielle
Untersuchungen gehen seine Patienten direkt ins Krankenhaus (Spital).
Wegen der Ueberalterung der Bevoelkerung ist seine Hausarzt-Taetigkeit
eine <Marktluecke>; Aeltere sind nicht mehr gut zu Fuss, deshalb sind
sie froh, wenn der Arzt zu ihnen nach Hause kommt.

7) 先駆的計画:送電線網で巨大蓄電池の試験 (Thu. 22.03.2012 Smi)

9か月の建設期間で技術企業 <ABB> とツューリッヒ州立発電所(EKZ)がス
イス最大の蓄電池を完成させ、試験後運転を始めた。この蓄電池は1メガワ
ットの容量で、およそ10,000個以上のリチウムイオンを搭載している。この
「巨大蓄電池」は、携帯電話10万個以上のエネルギーを蓄積でき、これは平
均40日の家庭の電力を賄える。このエネルギー蓄積は将来、石油や原子力エ
ネルギー等従来型の電力供給から、風力や太陽光の電力へ移行する決定的な
意味を持つ。電気自動車に依って家庭の電力需要が増す事から、両社は蓄電
池をどの様に電力供給網に取り込み、適切に利用出来るかを試験する。この
「巨大蓄電池」は電力を蓄え、蓄積された電力を再び電力網に送る。

In a construction time of nine months, the technology group <ABB> and
the Electricity Works of the Canton of Zurich (EKZ) have built the
<biggest> battery in Switzerland and taken it in into operation after
testing. The battery-storage (accumulator) has a capacity of one
megawatt (MW) and is equipped with about 10,000 lithium-ion-cells. The
<giant-battery> stores 100,000 times more energy than an accumulator
used in a mobile phone; with that it supplies the electricity to an
average household for 40 days. The energy storage has a decisive
importance in the future regarding to the change from the conventional
power generation made of oil, nuclear power etc. to a energy supply by
wind- and solar power. With the electro vehicles (EV) the current
demand of the households will increase; therefore the two companies
are going to test now how such a <battery-storage> integrated into a
electricity network reacts and how it can be used optimal. The <giant
battery> stores current and then injects it again into the grid.

In einer Bauzeit von neun Monaten haben der Technologie-Konzern <ABB>
und die Elektrizitaetswerke des Kantons Zuerich (EKZ) die <groesste>
Batterie der Schweiz gebaut und nach Tests in Betrieb genommen. Der
Batterie-Speicher hat eine Kapazitaet von einem Megawatt(MW) und ist
mit zirka 10 000 Lithium-Ionen-Zellen ausgestattet. Die <Riesen-
Batterie> speichert 100 000 Mal mehr Energie als ein Akkumulator
(Akku) fuer ein Mobil-Telefon; damit kann ein durchschnittlicher
Haushalt waehrend 40 Tagen mit Strom versorgt werden. Die Energie-
Speicherung hat in Zukunft entscheidene Bedeutung beim Wechsel von
der herkoemmlichen Strom-Erzeugung aus Oel, Atom-Energie usw. hin zu
einer Strom-Versorgung mit Wind- und Solar-Strom. Mit den Elektro-
Autos erhoeht sich der Strombedarf der Haushalte; deshalb wollen die
beiden Unternehmen jetzt testen, wie sich solche <Batterie-Speicher>
im Strom-Netz verhalten und wie sie optimal genutzt werden koennen.
Die <Riesen-Batterie> speichert Strom und speist diesen wieder in das

国際通貨基金はスイスに通貨と経済政策に良い評価を下した。同基金はしか
し最新の報告で、スイスの不動産バブルを警告している。<IMF>は住宅ロー
ンの貸出基準を厳しくするのが適切と信じており、その他不動産の購入に際
して、負債を少なくする為の刺激策が望ましいとも。これに関するものとし
ては、住宅ローンの金利を課税所得から控除出来る。<IMF>はスイス中央銀
行の金融政策を讃え、導入している為替の最低価格(対ユーロ)は適切な政

The International Monetary Fund (IMF) granted good marks to
Switzerland for its currency- and economic policy. The organization
(IMF) however warned in its latest country report about the risk of
a real estate bubble in Switzerland. The <IMF> believes that it is
appropriate to tighten the criteria for the granting of mortgage
loans; besides, regarding to the purchase of real estate, economic
incentives with regard to indebtedness should be reduced. Regarding
to that, mortgage loan interest on debt are meant because they can
be deducted from the taxable income. The <IMF> praised the monetary
policy of the Swiss National Bank (SNB) and the applied minimum
price (rate) [Swiss Franc against Euro] is said to be an appropriate
measure.

Der Internationale Waehrungsfonds (IWF) erteilt der Schweiz betreffend
ihrer Waehrungs- und Wirtschaftspolitik gute Noten. Die Organisation
(IWF) warnt jedoch in ihrem aktuellen Laender-Report vor dem Risiko
einer Immobilien-Blase in der Schweiz. Der <IWF> haelt es fuer
angebracht, die Kriterien fuer die Vergabe von Hypotheken zu
verschaerfen; ausserdem sollten beim Kauf von Immobilien, Anreize zur
Verschuldung abgebaut werden. Damit ist gemeint, dass Hypothekar-
Schuldzinsen vom steuerbaren Einkommen abgezogen werden koennen. Der
<IWF> lobt die Geldpolitik der Schweizerischen Nationalbank (SNB) und
der eingefuehrte Mindestkurs sei eine angemessene Massnahme gewesen.

1) スイス中銀のヒルデブラントゥ前総裁が任期途中で昨年末辞任をしたの
は、政敵の「為替取引」スキャンダル攻撃に依るものだった。これまでのと
ころ、前中銀総裁は法に触れる行為をしていなかったと報じられているが、
当時道義的責任で辞任を余儀なくされた経緯がある。この程、当の政敵で保
守党SVPのブロッハー国民議会議員の自宅が、ツューリッヒ検察当局に依っ
て家宅捜査された。こちらは「銀行機密」違反の容疑だ。本人は免責特権を
主張しているが、会期中ではないので相当しないと判断されているようだ。
革新政党の政治家達は漸く捜査が動き出したと歓迎している。(A.H.)
