(Sat. 27.08.2011 Smi) 2011年8月26日金曜日、連邦政府の自然災害担当当局は初めてスイス全土に 「自然災害警報」を発令した。警報は新しい警報基準で2番目に高い危険度 4。国民はテレビを観、ラジオを聞いて、連邦当局の指示に従うよう求めら れた。警報が発令された理由は、西からの寒冷前線に依って、スイス全土で 暴風雨と洪水が予想された為。熱波は先ず時速154kmに達する「フェーン嵐」 で収束し、気温はその後30度以上から13度程度にまでに下がった。全体では 、雷雨、風、局地的に雹が降っただけで、山間部では所に依って1,500mまで 雪が降り、峠が一時閉鎖された所もあった。スイス全土に大きな被害をもた らした1999年の「ローター」の様な嵐にはならないと事前に伝えられていた。 （出典：2011年8月26日/27日付ターゲス・アンツァイガー紙/NZZ紙） On Friday, August 26, 2011 the national body (administration), responsible for natural risk, broadcasted for the first time a <nature disaster warning> for the whole of Switzerland; the warning was conducted based on the new alarm concept at the second highest danger level of number 4. The citizens were requested to watch TV and to listen to the radio and to follow the instructions of the state authorities. The reason for the warning was an expected cold (weather) front from the Western part, which could cause for the whole of Switzerland severe storms, large amount of rain and heavy windstorms as well as possible floods. The heat wave had ended first with a foehn storm which brought storm blast of up to 154 km/h; the temperatures dropped afterwards from more than 30 degrees Celsius to only 13 degrees Celsius. Overall, there were finally <only> thunderstorms, rain and wind and occasional hail; in the mountains, there was snowfall down to 1,500 meters in certain regions and some Alpine passes were temporarily closed. It had been informed already ahead that no storm like <Storm Lothar> of the year 1999 was to be expected; at that time, there was enormous damage all over Switzerland. Am Freitag, 26. August 2011 verbreitete die staatliche Stelle (Bund), verantwortlich fuer Naturgefahren, erstmals eine <Natur-Katastrophen- Warnung> fuer die ganze Schweiz; die Warnung erfolgte mit der <zweit- hoechsten> Gefahrenstufe 4 im Rahmen des neuen Alarmierungs-Konzept. Die Buerger wurden aufgefordert, Fernseh (TV) und Radio zu hoeren und die Weisungen der staatlichen Behoerden zu befolgen. Grund fuer die Warnung, es wurde eine Kaltfront aus dem Westen erwartet, welche in der ganzen Schweiz starke Unwetter, grosse Mengen Regen und heftige Stuerme sowie moegliche Ueberschwemmungen ausloesen konnte. Die Hitzewelle ging dann zuerst mit einem <Foehnsturm> zu Ende, welcher Sturmboen bis zu 154 km/h brachte; die Temperaturen fielen nachher von ueber 30 Grad Celsius auf nur noch zirka 13 Grad Celsius. Insgesamt gab es dann jedoch <nur> Gewitter, Regen und Wind und vereinzelt Hagel; in den Bergen gab es in gewissen Regionen Schnee bis auf rund 1 500 Meter und gewisse Alpenpaesse wurden voruebergehend geschlossen. Es wurde bereits vorher informiert, dass kein Sturm wie <Sturm Lothar> vom Jahre 1999 zu erwarten sei; damals gab es riesige Schaeden in der ganzen Schweiz. Ltd.> enters the Swiss market as from November 2011. The electric vehicle <Nissan Leaf> received shortly after its public presentation two important awards; the title <European Car of the Year 2011> and the title <World Car of the Year 2011>. <Nissan Leaf> has a guaranteed operating distance (range) of 175 kilometers and the electricity cost amounts to an average of SFr. 3.50 (ca. Yen 350) per 100 kilometers. <Nissan Leaf> can be charged on an ordinary <household power outlet> with a voltage of 220 (V); in co-operation with the company <Mobility House AG> people can also purchase a <house charging station> at a price of SFr. 1,499. The export sector is particularly suffering from the <strong Yen>. With a fund equivalent to about 80 billion Swiss Francs, the Government will provide financial aid for investments of Japanese enterprise in abroad. Besides, banks and trading houses have to publish more information on their foreign exchange positions in the future. (Sat. 27.08. 2011 Smi) スイス通貨（スイスフラン）が金曜日（2011年8月26日）ユーロ、米ドル、日 本円に対して大幅に値を下げた。対スイスフランで、ユーロは約2.5%、米ド ルは1.8%上昇した。原因は米国の中央銀行FRBのベン・バーナンキ議長の演説 等による。同議長は米国経済は今年後半にはおそらく回復すると話した。そ の他、スイス中銀が、外銀に在るスイスフラン口座にマイナス金利を課税す るかもしれないという噂があった。この他、大銀行UBSは、法人顧客（銀行） に暫定手数料を請求する可能性があるという通知を送った。そのような追加 手数料の対象となるのは、UBSに「現金決済口座」を保有する銀行。こうした 対策でUBSは、銀行顧客口座へのスイスフランの更なる流入に対応する意向。 そのような手数料は、仮想「マイナス金利」の効果があった。 （出典：2011年8月27日付ターゲス・アンツァイガー紙） The Swiss currency (Swiss Franc/CHF) lost strongly in value against the Euro, US-Dollar and the Yen (JPY) on Friday (2011/08/26); in relation to the Swiss Franc the rate of the Euro increased by about 2.5% and the US-Dollar by 1.8%. Reasons for that were among others the speech of <Ben Bernanke> of the US Central Bank (Federal Reserve) in which he said that the growth of the US-economy would probably improve in the second half of the year. Besides, there were rumors that the Swiss National Bank (SNB) had the intention to charge <Swiss Franc Accounts> at foreign banks with a negative interest. Moreover, the big bank UBS had mailed out an information to their customers in which the bank announced possible temporary charges; affected by such additional charges would be banks, which held so called <Cash Clearing Accounts> at the UBS. With such a measure, the UBS intends to counter work a further net inflow of money in Swiss Francs onto accounts of <Bank- Customers>. Such a charge had virtually the effect of <negative interest>. Zudem gab es Geruechte, dass die Schweizer Nationalbank (SNB) <Schweizer Franken-Konten> bei Auslandbanken mit Negativ-Zinsen besteuern wolle. Ausserdem verschickte die Grossbank UBS ihren Kunden eine Mitteilung, mit welcher die Bank allenfalls temporaere Gebuehren ankuendigte; betroffen von solchen Zusatzgebuehren waeren Banken, welche bei der UBS so-genannte <Cash-Clearing-Konten> fuehren. Damit will die UBS einen weiteren Nettozufluss von Schweizer Franken auf Konten von <Banken-Kunden> entgegen wirken. Eine solche Gebuehr haette faktisch die Wirkung von <Negativ-Zinsen>. Computer-Spiel wirbt fuer weibliche Forscher. (Fri. 26.08. 2011 Smi) ETHZ（連邦工科大学ツューリッヒ校）が、コンピュータゲーム「MINTランド 」を開発した。これは10歳から12歳の女子児に、自然科学と技術に興味を持 たせる為。MINTの意味は、M：数学、I：情報、N：自然科学、T：技術。この コンピュータゲームは特に女の子達に、美しい画像で、女の子に馴染み易い 扱いにしてある。このコンピュータゲームはETHZの「男女同等機会」部門で 開発された。要求度の高い教科等にも使える基本理念を元にしたゲーム。 採用された課題は、エネルギーと太陽光発電等。 （出典：2011年8月26日付ターゲス・アンツァイガー紙） The ETH Zurich (Swiss Federal Institute of Technology Zurich) has developed the computer game <MINT-Land>, with which ten to twelve years old girls should be made enthusiastic for the subjects of natural sciences and techniques. MINT means: Mathematics, IT- Technology, natural science and techniques; the computer game shall appeal to girls in particular with a beautiful, graphic design and a <female-friendly> (girl-friendly) handling. The computer game was developed by the department of <equal opportunities of woman and man> of the ETH Zurich; the game is based on the concept, which requests among others also the studying (answering) of complex exercises. Treated are for instance the subject of energy and the producing of electricity by shafts of sunlight. Die ETH Zuerich (Swiss Federal Institute of Technology Zurich) hat das Computer-Spiel <MINT-Land> entwickelt, mit welchem zehn- bis zwoelfjaehrige Maedchen fuer die Faecher Naturwissenschaften und Technik begeistert werden sollen. MINT bedeutet: Mathematik, Informatik, Naturwissenschaften und Technik; das Computer-Spiel soll Maedchen insbesondere mit einem schoenen, grafischen <Design> und einer <maedchen-freundlichen> Handlung ansprechen. Das Computer-Spiel wurde von der Abteilung <Chancen-Gleichheit von Frau und Mann> der ETH Zuerich entwickelt; das Spiel basiert auf einem Konzept, wobei es unter anderem um das Loesen von anspruchsvollen Aufgaben geht. For more than 50 years, the <Bergeller power plants> produce electricity by the use of water power for the electricity company EWZ. All <EWZ-hydro-electric power plants> have the certificate (label) of <naturemade basic> and produce energy out of renewable sources. Certain power plants have even the quality label of <naturemade star>, which awards (certifies) the electricity production based on high ecological standards. The renewal works at the <Bergeller power plants> have finished now after three years and the cost amounted to 65 Mio. Swiss Francs. Those hydro-electric power plants produce 460 gigawatt (GWh) hours electricity per year; that corresponds to 20% of the electricity consumption of the City of Zurich. Das Elektrizitaetswerk der Stadt Zuerich (EWZ) besitzt in verschiedenen Regionen der Schweiz eigene Wasserkraftwerke, unter anderem im Kanton Graubuenden. Seit mehr als 50 Jahren produzieren die <Bergeller Kraftwerke> dort Elektrizitaet (Strom) aus der Nutzung von Wasserkraft fuer das Elektrizitaetswerk Zuerich (EWZ). Alle <EWZ- Wasserkraftwerke> verfuegen ueber das Zertifikat <naturemade basic> und produzieren Energie aus erneuerbaren Quellen. Gewisse Kraftwerke verfuegen sogar ueber das Qualitaetsmerkmal <naturemade star>, welches die Stromerzeugung nach hohen oekologischen Standards auszeichnet. Die Erneuerungs-Arbeiten der <Bergeller Kraftwerke> wurden jetzt nach drei Jahren beendet und die Kosten betrugen 65 Mio. Schweizer Franken. That were a law (bill) <authorizing the Government to issue deficit-covering bonds in favor of the national budget>, a law (bill) <for a supplementary budget for this fiscal year> and in particular the (new) law (bill) <for the promotion of renewable energies>. That (last) law (bill) shall considerably reduce the dependency from the nuclear power energy and reduce the greenhouse gas emissions by 25% up to the year 2020 in relation to the level of the year 1990. Der japanische Premier Minister Kan Naoto gab am Freitag (2011/08/26) wie erwartet seinen Ruecktritt bekannt; seine Bedingungen fuer einen Ruecktritt wurden mit der Verabschiedung von drei wichtigen Gesetzen durch das japanische Parlament erfuellt. Dies waren ein Gesetz <zur Ausstellung von Bonds zur Absicherung des Staatshaushalts>, ein Gesetz <ueber einen zusaetzlichen Nachtragshaushalt> und insbesondere das (neue) Gesetz <zur Foerderung erneuerbarer Energien>. Dieses Gesetz soll die Abhaengigkeit von der Atomkraft erheblich reduzieren und Treibhaus-Gas-Emissionen bis 2020 um 25% im Vergleich zum Jahr 1990 senken. (Sat. 27.08.2011 Smi) 所謂「スマートメーター」とは、電気エネルギー消費量を一定時間記録する 電子機器（電力計測器）。EWZ（ツューリッヒ市電力事業）は、選ばれた 5,000世帯で科学的検証を開始した。携帯計測器で家庭電化製品（冷蔵庫等） の電力消費量を表示する。ディエティコンの類似するやや簡単なテストでは、 2%から3%節電した。ベルンでは個別の家庭にも依るが、2%から20%まで節電 した。EUではスマートメーターの市場浸透率を、2020年までに80%を目標に している。（出典：2011年8月27日付ターゲス・アンツァイガー紙） A so-called <smart meter> is an electric device (electric counter), which records the consumption of electric energy in certain time intervals. The <Electricity Company of the City of Zurich (EWZ)> has started a scientific test in which 5,000 selected households are integrated (participate); the portable counters indicate the electricity consumption of the household appliances (such as the refrigerator etc.) Similar, somehow simpler tests showed in the town of Dietikon electricity savings of 2% to 3%; in the City of Berne, there were savings of 2% to 20%, depending on the individual household. In the EU (European Union), it is the objective to get a market penetration with <smart meters> of 80% up to the year 2020. Ein so-genannter <smart meter> ist ein elektrisches Geraet (Stromzaehler), welches den Konsum von elektrischer Energie in zeitlichen Abstaenden registriert. Das <Elektrizitaetswerk der Stadt Zuerich (EWZ)> startete einen wissenschaftlichen Versuch, wobei 5 000 ausgewaehlte Haushalte einbezogen sind; die tragbaren Zaehler zeigen den Stromverbrauch der Haushaltegeraete (z.B. Kuehlschrank etc.) an. Aehnliche, etwas einfachere Tests zeigten in Dietikon Strom- Einsparungen von 2% bis 3%; in Bern gab es Einsparungen von 2% bis 20%, abhaengig vom einzelnen Haushalt. In der EU wird eine Markt- Durchdringung mit <smart meter> von 80% bis im Jahr 2020 angestrebt. It was lunchtime, so people were making queue outside of recommended local soba restaurants. That's why time was passing quickly and we soon had to lift our friend by car to the nearby <Izumo Airport>; it is located in the plane countryside about 21km away (45 minutes by car). On the way there, we still had time, so we stopped at the local <Shimane Winery Compound>. It is built like a European castle and visitors can do their wine tasting and shopping local Japanese products. It is however indicated, that drivers should not drink alcohol. It started to become windy and rainy; therefore we were in a hurry to drive to the airport soon.
