Amendment to the Civilian Service Act Akiko Huerlimann 〜〜〜〜〜〜〜〜〜〜〜〜〜〜【 日本語 】〜〜〜〜〜〜〜〜〜〜〜〜〜〜 Part 2/2 ■ ブリック紙 (31.05.2026)： 「カシスの越境通勤者に関する統計は混乱を招 いている。彼は一体どこからそんな情報を得たのだろう？」 https://www.blick.ch/politik/woher-hat-er-das-nur-cassis-sorgt-mit-grenzgaenger-zahlen-fuer-verwirrung-id21992253.html 連邦政府ティチーノ州出身のカシス外相（FDP）が、「1000万人イニシアチブが 承認されれば、越境通勤者の数は倍増する」と発言。スイス国民党（SVP）の ピエロ・マルケージ連邦議会議員は、この発言に憤慨し、「まったくの冗談だ！ カシス外相は、自身の出身州の実情を見失っている。人の自由な移動こそが、 国境越え通勤者の急増の原因だ。スイスとEU間の協定が発効する前、ティチーノ 州で雇用されていた国境越え通勤者は約3万5000人だったが、現在では8万人の 国境越え通勤者が働いている！」と反論した。 ■ nau.ch オンラインプラットフォーム (29.05.2026) https://www.nau.ch/news/schweiz/deutsche-in-der-schweiz-fahren-auf-10-mio-initiative-ab-67127634 政治学者のクロード・ロンシャンの考察: ドイツやオーストリア、その他の西ヨーロッパ諸国からの移民の多くは高度な 資格を持ち、社会にうまく溶け込み、多額の税金を納めている。 「多くの人は、むしろスイスの実力主義社会の一員であると感じており、その社 会を維持したいと考えている。」何故、右派保守派の法案が、とりわけ移民の間 で支持される可能性があるのだろうか？「自分は社会に溶け込んだのだから、他 の人にも同じことを期待する！」と、北欧や南欧のヨーロッパ文化圏出身者達は このように考えている。彼らが帰化すると、移民制限や主権を重視する法案に賛 成するケースが少なくない。 【 私見 】 スイスのメインストリームは概ね左派寄りで、左派を擁護し、反保守報道を繰り 返している。その結果、度重なるヤンス法相の一線を越えた言動も不問に付して いる。カシス外相の事実誤認に基づくイニシアチブ反対発言も有力紙が取り上げ た。 7名で構成されるスイス政府の内、2名もが変則的な言動で国民投票の行方を左右 しようとした。動機は、「EUとの二国間協定」が危うくなるのを阻止したい事に 尽きるようだ。有権者はこうした現実を認識していなければならない。我々の 日々の暮らしの安全を守る為に。 2. 社会奉仕法改正 / Aenderung des Zivildienstgesetz (ZDG) 連邦政府発表の結果は以下の通り。 https://abstimmungen.admin.ch/details?proposalId=6870 社会奉仕法改正は承認された。 国民： 賛成 52.46%、反対 47.54% 州 ： 賛成 20、反対 6、投票率 58.26% ■ 視点： 今後、軍務から社会奉仕への移行が難しくなる。 https://www.srf.ch/news/schweiz/abstimmungen-vom-14-juni-der-wechsel-vom-militaer-in-den-zivildienst-wird-erschwert GFSベルンの政治学者、ルーカス・ゴルダーは、「国民は基本的に軍隊の強化を 望んでいる。軍隊を弱体化させるような実験に時間を費やす余裕はない、困難な 時期に軍隊を支えようとするこの主張が、最終的に支持を集めた。」と述べた。 又、GFSベルンの政治学者ウルス・ビエリは、「世論の形成は行政案におけるお 決まりのパターンに従った。何が問題なのか正確に把握していない場合、賛成票 を投じる傾向がある。連邦政府と議会の賛成を信頼したのだ。というのも、「社 会奉仕法」は「1000万スイス阻止イニシアチブ」の陰に隠れて殆ど議論されな かったことも一因。」と発言。 賛成派は、現在、徴兵された兵士の多くが兵役から社会奉仕に転向していると指 摘。憲法は兵役と社会奉仕の選択を保障していないにもかかわらず、社会奉仕は 兵役の便利な代替手段になっている。この為、軍から多くの人材が流出し、スイ スの防衛能力が危うくなることが懸念されている。 反対派は、この変更によって社会奉仕の人員が40％削減されると指摘。介護施 設、病院、学校、自然保護・環境保護、農業・高山農業など、社会・文化の結束 に重要な役割を担っているので、反対派はこれらの変更が社会奉仕を弱体化させ ると失望している。 【 私見 】 近年のNATOの戦争推進志向を思うと、外国から性能と納期が疑問視される巨額の 武器を購入するよりも、中立国として内から守りを固める人材育成の方が重要だ と考える。兵役がなし崩しになりかねない状況にあったらしいので、「社会奉仕 法改定」で一定の歯止めがかかることは歓迎だ。 ★ スイス連邦議会の政党名 / Political Parties represented in Parliament: https://www.parlament.ch/en/organe/groups/parties-in-parliament 【 編集後記 】 住まいのある小規模集合住宅の住民が、入れ替えの度に外国人になってきた。所 謂海外駐在員、若しくは近隣諸国からの移住者だ。近くの森に出掛けると、しば しば英語で会話する人々と行き交うようになった。スイスが変わりつつあるのを 実感している。 次の9月27日の国民投票「中立発議」は、「人口1000万人阻止！（持続可能性発 議）」の後継発議と捉えることが出来る。 〜〜〜〜〜〜〜〜〜〜〜〜【 English 】〜〜〜〜〜〜〜〜〜〜〜〜〜 Part 2/2 ■ Blick (May 31, 2026): "Cassis's Statistics on cross-border Commuters are causing Confusion. "Many feel they are part of Switzerland's meritocratic Society and want to maintain it." Why might right-wing Conservative Legislation gain Support, especially among Immigrants? Those from the Nordic and Southern European cultural Spheres think, "I've integrated into Society, so I expect Others to do the same!" When they become naturalized, they often support Legislation emphasizing Immigration Restrictions and Sovereignty. [Personal View] The Swiss Mainstream Media is generally left-leaning, defending the Left and repeatedly publishing Anti-Conservative Reports. As a result, Justice Minister Beat Jans' repeated cross-the-line Actions have gone unpunished. Major Newspapers also reported on Foreign Minister Cassis's Remarks opposing the Initiative, Remarks based on a factual Error. Two Members of the seven-person Swiss Government (Bundesrat) attempted to sway the Outcome of the Referendum (Vote) through irregular Conduct. Their sole apparent Motive was to prevent the "Bilateral Agreements with the EU" from being jeopardized. Voters must be aware of this Reality, in order to safeguard the Security of our Daily Lives. 2. Amendment to the Civilian Service Act / Aenderung des Zivildienstgesetz (ZDG) The Results announced by the Swiss Federal Government are as follows. https://abstimmungen.admin.ch/details?proposalId=6870 The Amendment to the Civilian Service Act has been approved. Breakdown: 52.46% (YES) supported it, 47.54% (NO) opposed it. Furthermore, Urs Bieri, a political Scientist at GFS Bern, remarked, "Public Opinion followed the usual Pattern seen with Government Proposals. When People do not fully grasp the Issues at stake, they tend to vote in favor. They placed their Trust in the Endorsement of the Federal Government and Swiss Parliament. This was partly because the Civilian Service Act was scarcely debated, having been overshadowed by the Stop 10 Million Swiss Initiative." Supporters point out that many conscripted Soldiers are currently opting for Civilian Service rather than Military Service. Although the Constitution does not guarantee a Choice between Military Service and Civilian Service, the latter has become a convenient Alternative to Military Service. Consequently, there are Concerns that a significant Drain of Personnel from the Armed Forces could jeopardise Switzerland's Defence Capabilities. Opponents point out that this Change (Amendment) would result in a 40% Reduction in the Number of People performing Civilian Service. As these Individuals play a vital Role in Social and Cultural Cohesion, in Care- Homes, Hospitals, Schools, Nature Conservation and Environmental Protection, and Agriculture and high-altitude Farming, Opponents are dismayed that these Changes would weaken Civilian Service. [ Personal View ] Reflecting on NATO’s recent Tendency to push for War, I believe that, rather than Purchasing massive Quantities of Weaponry from abroad whose Performance and Delivery Schedules are questionable, it is far more important to cultivate the Human Resources needed to strengthen our Defenses from within as a Neutral Nation. It appears the Conscription System was at risk of gradually eroding, so I welcome the Amendment to the Civilian Service Act as a Measure that will provide a necessary Safeguard. ★ Political Parties represented in Parliament: https://www.parlament.ch/en/organe/groups/parties-in-parliament [Editor's Postscript] The Residents of the small Apartment Complex where I live have increasingly become Foreign Nationals, either Expatriates (Expats) or Migrants from Neighboring Countries, whenever a Unit changes Hands. When I visit the nearby Woods, I often cross Paths with People conversing in English. I can feel that Switzerland is changing. The upcoming National Referendum (Vote) on the "Neutrality Initiative" (scheduled for September 27) can be viewed as the Successor to the "No to Switzerland of 10 Million!
