Amendment to the Civilian Service Act https://www.admin.ch/en/civilian-service-act ■ According to the Government's Summary, Civilian Service is the Exception, and Military Service is the Rule. Federal Council (Bundesrat) and the Parliament wish to reinforce this Principle. To do so, they must address the Issue of many Military Personnel transitioning to Civilian Service. Furthermore, Measures are needed to prevent Civilian Service from offering more favorable Conditions. Federal Council (Government) and Parliament recommend a "YES": ■ Parliamentary Verdict: National Council (Nationalrat): 120 Votes in favor (YES), 76 Votes against (NO), and 0 Abstentions. Council of States (Staenderat): 33 Votes in favor (YES), 10 Votes against (NO), and 1 Abstention. Referendum's Committee Recommends a "NO": The left-wing Parties that pushed for the Referendum in Opposition to the amended Law are warning that the Number of People performing Civilian Service will decline significantly in the Future. Their Presence will be sorely missed in the Places where they are most needed. They argue that this will not strengthen the Military but will only undermine Social Cohesion, and that this Bill is merely the first Step toward abolishing Civilian Service. ■ Viewpoint: The Federal Parliament's Conservative Majority, believing that many Conscripts were switching from Military Service to Civilian Service, decided to raise the Bar for such Transfers and incorporated six Measures into the Civilian Service Act. In the Summer of 2020, the Federal Parliament rejected a similar Bill. If the Bill is passed, all Applicants who have completed Basic Military Training (RS) must perform at least 150 Days of Civilian Service, regardless of the Number of Days remaining in their Military Service. 2. For Corporals and Officers, a Conversion Rate of 1.5 Days of Civilian Service for every Day of Military Service will apply. 3. Service Leave for the Purpose of pursuing Medical, Dental, or Veterinary Studies will no longer be granted. 4. Service Members with Zero remaining Days of Service will not be eligible to participate. 5. Once approved to register for Civilian Service, Service Members will be required to perform Service annually. 6. If an Application is submitted during Basic Military Training (RS), long-term Civilian Service must be completed by the End of the Calendar Year following Approval. In its May 30, 2026, Edition, the Newspaper "Tages-Anzeiger" reported as follows: In particular, Parliament aims to reduce the Number of Individuals opting for Civilian Service by making the Transition from Military Service to Civilian Service more difficult. In 2025, 7,211 People were approved to participate in Civilian Service, marking a Record High. About one-third of these Applications were submitted after Basic Military Training (RS) had been completed, meaning they were filed by Young Men who had served in the Military. The Parliament wishes to return to the Principle that Civilian Service should apply only in Exceptional Cases. Today, Civilian Service is widely perceived among Young Men as a Convenient Alternative to Military Service. However, the Constitution does not explicitly permit a Free Choice between Military Service and Civilian Service. Opponents point out that the Current Military is overstaffed by more than 140,000 Personnel. They argue that even if the Law is tightened, it will not solve the Problem of Personnel attrition. Instead of being assigned to Military Service, more eligible Individuals are likely to opt for Exemption on Medical Grounds (the "Blue Way"). In fact, such Cases are already common even now. Since the Government-proposed Amendment to the Civilian Service Act typically tends to garner Support, this Situation was described as unusual. With Major World Powers becoming increasingly belligerent, there is no Doubt that a Sense of Crisis, the Realization that "Switzerland cannot be the only Country advocating for Peace", is driving the Federal Government and Parliament to focus on "Securing Military Personnel". This is because Developments within the EU and NATO are constantly exerting intense Pressure on Switzerland. Reports indicate that the Number of Dropouts from the Basic Military Training (RS) is on the Rise, and the Increase in Mental Health Issues among Young People has become a Social Problem. Could the Tendency among Young People to avoid Military Service be due not only to rigorous Physical Training and Discipline, but also to the Fact that it forces them to disconnect from the Virtual Reality of their daily Lives created by Digital Devices? ★ Political Parties represented in Parliament: https://www.parlament.ch/en/organe/groups/parties-in-parliament [Editor's Postscript] The Debate over Popular Initiative "No 10-Million Switzerland! (Sustainability Initiative)" became heated between Supporters and Opponents, with Flyers distributed to Mailboxes across the Country and intense Media Coverage.
