Akiko Huerlimann 〜〜〜〜〜〜〜〜〜〜〜〜〜〜【 日本語 】〜〜〜〜〜〜〜〜〜〜〜〜〜〜 Part 1/2 国民投票2025年11月30日 https://www.admin.ch/gov/de/start/dokumentation/abstimmungen/20251130.html 明子 ヒューリマン 1) 国民発議「市民参加型社会のスイスに向けて」 (Service-citoyen-Initiative) https://www.admin.ch/gov/de/start/dokumentation/abstimmungen/20251130/service-citoyen-initiative.html 政府の説明は以下の通り。 ■ 概要： 現在、スイスの男性は軍隊または民間防衛への従軍が義務付けられている。 良心的兵役拒否を理由に徴兵された者は、より長期の民間奉仕活動に従事する。 兵役義務を履行しない者は、代替税を支払う必要がある。現在履行されている兵 役期間の大部分は、スイスの安全保障に直接関係している。スイス女性は、軍隊 または民間防衛への従軍は任意。 市民奉仕イニシアチブは、全てのスイス国民が、社会と環境のために奉仕を行う ことを義務付けるよう提案している。 「市民奉仕」を通じて、このイニシアチブは公共の福祉の強化を目指している。 女性も兵役が義務付けられる。 この兵役は、軍隊、民間防衛、あるいは同等の民兵組織の兵役として履行され、 軍隊と民間防衛の必要な人員数は維持される。 このイニシアチブは、安全保障の概念を拡大し、気候保護、食糧安全保障、介護 サーヴィスの分野にも兵役義務の重点を置くことを目指している。 兵役義務を履行しない者は、従来通り税金を納めることになる。 国民皆兵制を導入すれば、現在よりも 2 倍の国民が徴兵されることになる。 その結果、連邦、州、企業にかかる費用もそれに応じて増加することになる。 ■ 投票の質問： 国民発議「スイスに献身する（市民奉仕イニシアチブ）」を承認するか? 連邦評議会（政府）と連邦議会は「反対」を推奨： 軍隊と民間防衛は、文民サービスの支援を受けながら、スイスの安全保障の中核 を担っている。奉仕活動の義務はこれらの組織にのみ課せられる。 このイニシアチブで提案されている市民奉仕活動は、これを遥かに超えている。 連邦政府と州には多額の費用が発生し、経済にも大きな負担がかかることにな る。 国民発議委員会は「賛成」を推奨： 委員会は、「市民サービス」が民兵制度を強化し、社会の結束を促進し、気候変 動対策に貢献すると考えている。この取り組みは、軍隊や民間防衛以外の分野も 含め、安全保障に関する理解を広げることを目指している。 ■ 議会の評決： 国民議会(Nationalrat)は反対173票、賛成18票、棄権6票。 全州議会(Staenderat)は、反対34票、賛成8票、棄権1票。 議案を支持する国政政党はキリスト教系保守のEVPとグリーンリヴェラル (GLP) のみ。 https://www.srf.ch/news/schweiz/abstimmungen-30-11-2025/abstimmung-30-november-2025-parolenspiegel-zu-den-nationalen-vorlagen 【注目点】 スイス公共放送SRFが纏めた賛否の主張： https://www.srf.ch/news/auf-einen-blick-die-service-citoyen-initiative-in-kuerze 賛成する3つの論点、 1）いわゆる「市民奉仕義務」は連帯感を強め、ひいては地域社会に対する責任 感を育む。提唱者らは、この取り組みによって社会的結束も強化されると主張し ている。 2）奉仕活動が全ての性別に適用されるため、平等の精神に基づいた近代的な民 兵制度になる。 3) ユニバーサルサービスによって軍隊と民間防衛の存続が確保されるので、国 の安全保障が強化される。 私見：賛成派の論拠は極めて大雑把で、詰めが甘いと言わざるを得ない。母性の 健康を無視して一律に女性に兵役を求めるのは、悪平等と言う外無い。ユニバー サルサーヴィスを強行すれば、企業の負担が増えて、産業への悪影響が出るのは 必至。 反対する3つの論点、 1) 市民サービスには、管理と導入に多大な追加費用がかかるので、連邦政府と 州に財政的負担が生じる。 2) 一般的な兵役義務では、兵役義務者は、軍隊や国民保護の強化を優先しない ことが考えられる。対象者は市民サーヴィスの職務を自由に選択出来るので、 分野別の人員調整が混乱する恐れあり。反対派は、影響を受ける人々が他の分野 に移るのではないかと疑問視している。 3) 個人の自由を大きく侵害し、更に基本的人権にも影響する。 私見：様々な分野の奉仕活動の現場には、素人を管理する専門家が必要で、対応 するその様な大量の人材確保は非現実的、という情報を見ている！ Part 2/2 に続く 〜〜〜〜〜〜〜〜〜〜〜〜〜〜【 English 】〜〜〜〜〜〜〜〜〜〜〜〜〜〜〜 Part 1/2 Popular Vote on 30 November 2025 https://www.admin.ch/gov/en/start/documentation/votes/20251130.html Akiko Huerlimann 1) The Federal Popular Initiative "Civic Duty Initiative (For a civically engaged Switzerland)" https://www.admin.ch/gov/en/start/documentation/votes/20251130/civic-duty-initiative.html The Government's Explanation is as follows. ■ Summary: Currently, All Swiss Men are obligated to perform Military Service or Civil Protection Duties. Conscientious Objectors to Military Service must instead complete a longer Period in Civilian Service. Those who do not perform any Form of Service are required to pay an Exemption Tax. The vast Majority of Service Days are directly related to Switzerland's National Security. For Swiss Women, Participation in the Armed Forces or Civil Protection is voluntary. The "Civic Duty Initiative" proposes that all Swiss Citizens be required to perform Community or Environmental Service. Its Aim is to promote the Common Good through a Form of Civic Duty, extending the current Service Obligation to include Women. This Service should be performed either in the Military, in Civil Protection, or through an Equivalent Citizen-Based Service, provided that the required Personnel Levels for the Armed Forces and Civil Protection are guaranteed. The Initiative seeks to broaden the Definition of National Security by highlighting Mandatory Service in Areas such as Climate Protection, Food Security and Caregiving. As with the current System, those who do not serve would be required to pay a Tax. Universal Mandatory Service would double the Number of Citizens recruited, leading to proportionally Higher Costs for the Federal Government, Cantons and the Economy. ■ Voting Question: Do you want to accept the Federal Popular Initiative "For a civically engaged Switzerland (Civic Duty Initiative)"? Federal Council (Government) and Federal Parliament recommend a "NO": The Military Service and Civil Protection, with the Support of Civilian Service, are central to Switzerland's Security. Compulsory Service is only necessary for these Organizations. The Initiative goes far beyond this with its Civic Duty Service Proposal. It would result in High Costs for the Federal Government and the Cantons, and would also place a considerable Burden on the Economy. The Popular Initiative Committee recommends a "YES": The Committee believes that a "Civic Duty Service" would strengthen the Swiss Militia System, promote Social Cohesion, and contribute to combating Climate Change. The Initiative thus aims to promote a broader Understanding of Security that extends beyond the Military and Civil Protection. ■ Parliamentary Verdict: National Council (Nationalrat): 173 Votes against (NO), 18 Votes in favor (YES), and 6 Abstentions. Council of States (Staenderat): 34 Votes against (NO), 8 Votes in favor (YES), and 1 Abstention. The Initiators argue that Social Cohesion would also be strengthened by the Initiative. 2) The Initiative would introduce a modern Militia-Principle in the Spirit of Equality, as the "Civic Duty Service" would apply to all Genders. 3) The Country's Security would be strengthened because a "General Compulsory Service" would ensure the continued Existence of the Swiss Military and the Civil Protection. Three Arguments in Favor (YES): 1) The common so-called "Civic Duty Service" strengthen Solidarity and thus promotes a Sense of Responsibility towards the Community. My personal Opinion: The Proponents' Arguments are extremely broad and lack Thoroughness. Demanding a compulsory "Civic Duty Service" uniformly from Women while ignoring Maternal Health is nothing short of false Equality. Forcing a Universal Mandatory Service will inevitably increase Corporate Burdens and negatively impact Industry. Three Arguments against (NO): 1) A "Civic Duty Service" entails significant Additional Costs for Management and Implementation, creating a financial Burden on the Federal Administration and the States (Cantons). 2) A Universal Mandatory Service would fail to achieve its Objective because those performing the Service, would not give Priority to strengthening the Military Service and Civil Protection. Since eligible Individuals can freely choose their "Civic Duty Service", there is a Risk of disrupting personnel Adjustments by fields. Opponents suspect that those affected would migrate to other Areas. 3) For Many, the Initiative would represent a major Encroachment on Personal Freedom. Besides, the Initiative would also affect Fundamental Rights.
