Federal Decree on Cantonal Property Taxes on Second Homes (Eigenmietwert) The Federal Act on the Change of System for Taxation of Home Ownership was approved as expected with clear Approval. The Breakdown was 57.73% in favor (YES) and 42.27% against (NO). Fourteen Cantons and five half a Cantons voted in favor, and six Cantons and half a Canton voted against (NO). Turnout of Voters was also relatively high at 49.5%. 【Key Point】 Was Eigenmietwert - essentially a National Tax - introduced to ensure Tax Fairness for Homeowners who don't pay Rent? While Swiss Rents are high due to Housing Shortages, Homeowners aren't necessarily better off since they don't bear the Burden of Rent Payments. Owners of relatively new Homes face lower Repair Costs, but as Properties age, Mortgage Payments decrease while Repair Expenses rise like a ticking Time Bomb. Even with Tax Deductions for Repairs, the reduced Tax Rates vary significantly by Canton. It's no Surprise that Repairs to shared Areas in Apartment Buildings can cost tens of thousands of Swiss Francs (CHF) per Unit. If you can't afford the Repair Reserve Fund Payments, continuing to live there becomes difficult. The Abolition of Federal Decree on Cantonal Property Taxes on Second Homes (Eigenmietwert) is a rational Choice. 2. Federal Act on Electronic Proof of Identity and other Electronic Proofs (E-ID Act). Contrary to Expectations of clear Approval, the Bill passed by a narrow Majority. The Breakdown was 50.39% in favor (YES) and 49.61% against (NO). Seven Cantons and one half-canton voted in favor (YES), while 13 Cantons and five half-cantons voted against (NO), meaning the Cantons were in the Majority opposing the Bill. Turnout of Voters was also relatively high at 49.55%. The Voting Results were slow to be finalized, causing a significant Delay in the Announcement. The Outcome was only decided after the final Results from Zurich were tallied. However, a final Decision has not yet been reached. Blick Newspaper raised the Issue under the Headline: "Controversy over Swisscom's Row by E-ID: Is a new Vote necessary because of a 30,000 Franc Donation?" https://www.blick.ch/politik/swisscom-zoff-um-e-id-muessen-wir-wegen-einer-30000-franken-spende-nochmals-abstimmen-id21275998.html The Trigger was Swisscom, a Federal Government-owned Telecommunications Company, donating 30,000 Francs (CHF) to the pro-side (YES-Side). Days before the Vote, Opponents of the Electronic ID filed a Complaint with the Federal Supreme Court alleging "Voting Rights Infringement." The Opposition argued, "If 21,000 Votes out of 2.7 Million Votes become contentious, this Donation could be said to have had a decisive Influence." Additionally, a Complaint demanding a "Re-Vote" was also filed. The Petitioners criticized Swisscom, as a Company with close Ties to the Swiss Federal Government, for unfairly interfering in the Voting Campaign. The Blick Newspaper posed the Question to Legal Experts about the Chances of the Appeal being successful. Andreas Glaser, 48, Professor of Constitutional and Administrative Law at the University of Zurich, offered a mixed View. "For the Federal Supreme Court, which will decide whether an Infringement of Voting Freedom should lead to the Invalidation of the Referendum, the decisive Criterion will be how clear or narrow the Result was," he said. It is reported that a final Decision is likely to be made some time in the Future, around next Summer. [Challenge] Swiss SRF-Broadcaster investigated the Question: "How reliable are pre- election Opinion Polls?" https://www.srf.ch/news/schweiz/umfragen-vor-abstimmungen-wie-zuverlaessig-sind-umfragen-vor-abstimmungen Two major Polling Organisations showed a close Margin on "Eigenmietwert" (Federal Decree on Cantonal Property Taxes on Second Homes) and a clear Advantage in favor of "Electronic IDs (E-ID-Act)". However, the Results were the Opposite. What are the Limitations of Opinion Polls? The Opinion of Opinion Polling Agencies is that "Opinion Poll Results and the actual Outcome are shown to be close, with an Average Discrepancy of 5%. However, even if that Difference is very small, if it turns out to be a factually incorrect Prediction, it will cause a big Oproar." I believe that the Value of a Popular Vote can only be recognized when Voters cast their Vote based on their own Judgment, without being swayed by Opinion Poll Trends. ★ Political Parties represented in Parliament: https://www.parlament.ch/en/organe/groups/parties-in-parliament [Editor's Postscript] The Abolition of Eigenmietwert was accepted by a Majority of the Population. The Introduction of E-ID was postponed pending the Swiss Federal Supreme Court's Ruling.
