E-ID Act The Government's Explanation is at the Link below. https://www.admin.ch/gov/en/start/documentation/votes/20250928/e-id-act.html ■ Voting Question: Do you want to accept the Federal Act of December 20, 2024, on Electronic Proof of Identity and other Electronic Proofs (E-ID Act, BGEID)? Federal Council (Government) and Federal Parliament recommend a "YES-Vote". The Federal Council and Parliament want People to be able to identify themselves electronically easily and securely. The new Law creates the Basis for a state-issued Electronic Proof of Identity. The E-ID is important for Switzerland to keep pace with Digitalization. Referendum's Initiative Committees recommends a "NO-Vote": The Referendum Committees criticize the e-ID for being insecure and for inadequately protecting Privacy. They argue that large Amounts of sensitive Data would be generated and it could lead to Misuse and Surveillance. They also fear that the use of the e-ID will not remain voluntary. Parliamentary Verdict: National Council (Nationalrat): 170 Votes in favor (YES), 25 Votes against (NO), and 1 Abstention. Council of States (Staenderat): 43 Votes in favor (YES), 1 Vote against (NO), and 0 Abstentions. The Video explains (German), "The Introduction of the E-ID Law was rejected in a Referendum's Vote on March 7, 2021 because the E-ID would be operated (issued) by private Companies (Providers). This time, too, the "E-ID Referendum's Committees" objected to the Government's and Parliament's Act and brought it to a Referendum's Vote. The Reasons given are that Security is insufficient and that personal Data is put at risk. People who do not use Smartphones will be disadvantaged. The use of the E-ID does not clearly guarantee free Use." The explanation is appropriately balanced. 【Key Points】 An Editorial in the September 13th, 2025 Edition of Tages-Anzeiger urged Support, headlined, "The new Electronic ID (E-ID) has its Weaknesses, but it is undoubtedly better than the current Status". https://www.tagesanzeiger.ch/e-id-gesetz-warum-es-jetzt-die-digitale-identitaet-braucht-515597331664 In Summary, the new digital E-ID will simplify Administrative Procedures. It also represents a significant Step forward in terms of Data Protection compared to the current Status. If a Company unreasonably requests Data from Customers, E-ID Users can refuse to provide it or report it to the Federal Ministry of Justice. The future Economy is expected to become even more digital than today, even in analogue Life. Another positive Aspect of the new e-ID Law is that it creates a digital Infrastructure under democratic Control. If Google, Apple, or Facebook change their Terms of Service, we Consumers would be powerless. Amendments to the e-ID Law must first be passed by Parliament and, if necessary, by Vote. If Flaws in the current Law cause Problems in the Future, they can be resolved through the democratic Process. While this Article presents a fairly persuasive Argument, the following Reader's Comment was noteworthy: "Estonia's e-ID is based on Security Chips and PKI-Technology, and has long been proven secure, even against Attacks by State Agencies. However, the Swiss Solution, based on a Common Mobile Phone App, has a much larger Attack Surface than the Estonian Solution and has yet to be proven effective. The Federal Council (Government) or the responsible Administration knows that. That is why I have voted against the e-ID Law, wrote the Reader. A Visit to the Website of the "Committee Against the E-ID," which initiated the Referendum, reveals a compelling Argument: https://e-id-gesetz-nein.ch/#intro Until now, Passports and Identity Cards (IDs) have not been required in the digital World or in everyday Life, except when required by Law. The E-ID Act would change this by creating a digital Identity Card (E-ID), which would result in Passport Data being constantly and unnecessarily processed and stored. Fundamentally, this Law lacks crucial Protection Guarantees. The Victims are Citizens and Democracy. The E-ID Act would give "Big Tech" and the Surveillance Economy easy Access to Citizens' Passport Data. This means that spending on E-ID Infrastructure would amount to State Subsidies for the Surveillance Economy. Companies can use E-ID to collect, correlate, and analyze as much Data as they like to create Behavioral Profiles of Citizens, which could then be used for Advertising Purposes or Political Influence. Storing large Amounts of sensitive Personal Data with private Companies creates a Risk of Misuse, Hacking, and Data Leaks to Third Parties. The Problem of Hacking is exacerbated by the Fact that E-ID's Technical Infrastructure includes a "Video Authentication" System, which is known to be vulnerable to hacking. The Law lacks a clear Guarantee that E-ID will be voluntary in all Cases. The E-ID Act should also establish a Federal Constitutional Ban on the Operation of so-called "Sozialkreditsystemen", (Social Credit Systems), a System of Citizen Surveillance implemented in Countries such as China (PRC). Ms. Monica Amgwerd, Campaign Director for the Referendum's Committee, shared her Views in a full-page Article in the September 12, 2025, Issue of the Tages-Anzeiger Newspaper, titled "The E-ID is a Data Pipeline to Taxpayer-Funded Companies". https://www.tagesanzeiger.ch/e-id-abstimmung-monica-amgwerd-warnt-vor-daten-pipeline-an-firmen-877175951588 "20 Minutes" also published her Rebuttal, stating that "voluntary does not exist in the Law." https://www.20min.ch/story/monica-amgwerd-freiwillig-steht-nicht-im-gesetz-e-id-gegnerin-kontert-jans-103413838 Migros, Swiss Supermarkt Chain, which recommends a Vote in favor of the Act, shared the Views of Supporters and Opponents. https://issuu.com/m-magazin/docs/migros-magazin-37-2025-d-lu?viewMode=magazine&mode=embed (P. 52-53) Consumer Education Magazine "K-Tipp No. 14" also reported that the "Electronic ID is not entirely optional; E-ID is required for Organ Donor Registration; facial Data is stored for long Periods of time; and there is a Risk of Personal Information being misused." https://www.ktipp.ch/artikel/artikeldetail/elektronische-id-doch-nicht-ganz-freiwillig [Opinion] After further Investigation, it's clear that the "E-ID Law" is riddled with Problems. A Local Newspaper also published a conclusive and persuasive Comment in its Letter to Readers: "Is it really okay to rely on Chinese or American Smartphone Companies for our sensitive Personal Data (Information)? What if our Smartphone Batteries run out just when we need them? If War breaks out, Power Plants, Electricity Sources, and Communication Networks are constantly under Attack. Plastic Card Certificates require no Power, are light, and are secure, and Millions of them have been used for Decades. The promised Data Security is a Joke. In Estonia, an IT- Advanced Country where E-IDs are mandatory, 750,000 People had their Personal Data (Information) stolen in 2017." Another Thing to consider is that with Solar Activity reportedly increasing these Days, geomagnetic Storms could have a negative Impact on Communications, Power Generation Systems, Power Transmission Systems, and Electrical Appliances in general. This Act simply cannot withstand such Doubts. 【Situation】 Swiss Public SRF-News-Platform reports, both Voting Proposals appear poised to be approved by a Majority Vote. https://www.srf.ch/news/abstimmungen-vom-28-09-2025 Both Voting Proposals are highly complex to fully understand and judge. Ultimately, it seems the prominent Coverage by major News Outlets is significantly influencing People's Voting Intentions. ★ Political Parties represented in Parliament: https://www.parlament.ch/en/organe/groups/parties-in-parliament [Editor's Postscript] The first Voting Proposal, "Abolition of imputed rental Value Taxation" (Abschaffung Eigenmietwert) attracted Attention for the Lack of the familiar "Eigenmietwert" Reference, instead referring to it as a "Federal Decree on Cantonal Property Taxes on Second Homes." This is simply misleading. It seems like the Public will be voting on a Simplification of the System without knowing who will benefit and who will lose. The second Voting Proposal, the Introduction of a new electronic ID System (E-ID), seems like a rushed, underprepared Move on a crucial Issue. Meanwhile, major Media Outlets reported that "Swisscom, (Swiss Government owned Telecommunication Provider) drew Criticism for donating 30,000 Swiss Francs (CHF) to the Pro-Campaign of the Electronic ID (E-ID) Committee."
